In this role, Monique oversees employee services, supplier diversity, economic and community engagement, and the equity metrics data initiative. As a senior assistant general manager, she leverages best practices and resources to promote and create a climate of inclusion throughout the utility enterprise.
Previously, Monique served as the Executive Officer and Assistant General Manager at The Los Angeles Department of Transportation (LADOT). In this capacity, she served as proxy to the General Manager, directing the Bureau of Employee Engagement & Performance, spearheading the overall financial strategy at LADOT, and management of infrastructure maintenance and project implementation. In this capacity, Monique also led diversity,
equity and inclusion efforts across the agency.
Monique also served as Chief Deputy Controller for Los Angeles City Controller Ron Galperin, and as Deputy Mayor of Budget and Financial Policy in the Administration of Los Angeles City Mayor Antonio Villaraigosa. She also served as Budget Deputy to Councilmember Bernard C. Parks and began her public sector career as a Field Deputy in the Office of Los Angeles City Councilmember Cindy Miscikowski.
Monique earned a Master of Public Administration Degree from American University in Washington, D.C., and a Bachelor of Arts Degree in Political Science from California State University, Northridge. She also serves on the Boards of Coro Southern California, and the Girl Scouts of Greater Los Angeles. A South Los Angeles native, Monique currently resides in Leimert Park with her husband and children.
